Located in the middle of an arm of the galaxy, the planet is 1 billion years old. Vulna is overpopulated with over 5 billion people; birth control was not allowed because of religious decrees. The average life span was 40 years. Ten-story tall buildings provided habitation for entire families. Planet Vulna already had an electronic device that was used to communicate with other planets; it was enclosed in a conical building. Twelve persons composed the inner council that had been awaiting a spiritual leader. Tis-La had been in the same body for 700 years. He was able to return to a material form through a method using electronic devices.
